Is JXL better than WebP?
Technically yes in most respects: better compression at high quality, higher bit depth and HDR. WebP's advantage is that every browser already supports it.
Is transparency kept?
Yes. Alpha transparency in the WebP is carried over to the JXL.
Should I re-encode lossy WebP files?
Only if you have a reason. Converting one lossy format to another adds a small amount of loss, so convert from your original source files when you can.
